  • Presentation Summary: This presentation explores the importance of ethics in public procurement and the daily challenges professionals face in maintaining integrity and public trust. It highlights common risks such as conflicts of interest, supplier relationships, and corruption, while also acknowledging barriers that can complicate ethical decision-making. Through recent news articles and real-life examples, participants will examine how these issues appear in practice. Participants will gain practical ideas for supporting ethical procurement through collaboration, shared knowledge, efficient systems, and thoughtful policy review.
  • Presenter Bio: 

    Amber Yates is a Principal Public Procurement Training Executive at Sourcewell with over 17 years of supply chain and procurement experience across the private and public sectors. She began in manufacturing and warehousing with Snyder-Lance, Inc., then managed global warehouse and stock logistics for PPG Industries across five continents before transitioning to government procurement with the Arkansas Office of State Procurement and Little Rock Water Reclamation Authority, where she progressed to Procurement Manager.

    A recognized leader in the profession, Amber received the 2025 NIGP Volunteer Award, the 2025 ARNIGP Edward J. Erxleben Award, the 2024 Arkansas Chapter of NIGP (ARNIGP) Manager of the Year Award, and the 2021 NCPP Above and Beyond Award. She currently serves nationally with NIGP as Chair of the Chapter Ambassador Committee, Vice Chair of the Content Management Committee, and a Member Council volunteer leader, and locally as Past President of ARNIGP after serving on the board since 2015. A frequent presenter, she holds the NIGP-CPP, CPPO, CPPB, and CPM certifications, along with a BA in political science from Centenary College of Louisiana and an MBA from the University of Arkansas at Little Rock.
